Fed Govt to open talks with MTN after receipt of N50b

The Federal Government will open talks with MTN Nigeria over the N780 billion fines, imposed on the telecommunications giants after confirming receipt of the N50 billion part payment made by the firm.
 The Nigeria Communications Commission (NCC) imposed the over N1trillion fine cut to N780billion, for Subscriber Identity Module (SIM) card infraction.
The government also yesterday confirmed that the firm has withdrawn the suit it filed before a Lagos Highr Court challenging the regulator’s action.
According to the Federal Government, with the “down payment,” the coast is now clear for it to listen to further talks on the matter.
Minister of Communications Technology Adebayo Shittu who confirmed the payment, said the development was in line with what the government asked the firm to do. A statement by the minister’s Senior Assistant (Media) Victor Oluwadare, explained that the receipt of the N50billion payment will allow the Federal Government to entertain further negotiation on the fine with MTN.
“It is now confirmed that MTN has made a down payment of N50 billion and withdrawn the case against NCC pending negotiation on the settlement (of the outstanding N730billion).

A former Interior Minister and Executive Chairman, Genesis Shipping Worldwide, Capt Emmanuel Iheanacho, is to float a refinery in Lagos to boost local participation in crude oil lifting, it has been learnt.
The parcel of land for the facility, it was gathered, was bought from the Onisiwo Family of Irede, a coastal town at the back of Apapa Port, Amuwo-Odofin Local Government in Lagos.
When The Nation visited the site at the weekend, some leaders of the area said they were in support of the project and urged the government to support it.
A senior official of the Department of Petroleum Resources (DPR), who craved anonymity, said Iheanacho, who is also the Executive Chairman of Integrated Oil and Gas, had been given permission to build the refinery.
When the refinery begins operations, the official said, indigenous shipowners would be able to participate in the lifting of crude oil from it. “Foreign vessels involved in offshore operations, collect a minimum of $5,000 daily. This is the least amount collected by foreign vessels on the nation’s waters and that is why the indigenous ship owners must be empowered to participate,” he added.

The country, he said, is losing N1.8 trillion yearly to foreign ship owners and their choice of insurers over the indigenous companies in the lifting and importation of fuel The project, the DPR official said, would end foreign domination in the capital intensive crude oil lifting business and allow indigenous ship owners to participate in the highly lucrative enterprise.
The Part II of Coastal and Inland Shipping (Cabotage) Act of 2003, stipulates that “a vessel other than a vessel wholly owned and manned by a Nigerian, built and registered in Nigeria shall not engage in the domestic coastal carriage of cargo and passengers within the coastal territorial inland waters, of any point within the waters of the exclusive economic zone of Nigeria.”
The Nigerian Maritime Administration and Safety Agency (NIMASA) is responsible for the enforcement of the Act.
“Despite the Cabotage Law, Nigeria is losing N1.8 trillion yearly to foreign ship owners in cargo haulage. Under the law, coastal trade is reserved for indigenous ship owners; their foreign counterparts are allowed to participate in the business subject to a waiver by the Federal Government,” he said.
He continued: “The law is not serving its purpose because the indigenous ship owners are not allowed to handle cargoes that pass through the nation’s waterways.
“When the Cabotage regime came on stream, the intention was mainly to stimulate the development of indigenous capacity in the Nigerian maritime industry, if many years after, the situation remains the same despite the despite the efforts by NIMASA.
“In the oil and gas industry, Nigeria has close to 500 oil wells. For each well, there is a  rig, which is supported by a minimum of five ships, and they are called oil support vessels. Each of the foreign ships earn $5,000, while others earn $150,000 per day.”
He said:“The Cabotage Act seeks to reserve domestic coastal trade or Cabotage trade within Nigerian coastal and inland waters to vessels built and registered in the country, wholly owned and manned by Nigerian citizens. Foreign-owned vessels and companies are, however, allowed to participate in Cabotage trade within Nigerian waters, subject to obtaining a waiver and or license from the Federal Ministry of Transport.
“More than 10 years after, not much has changed, as the indigenous vessel owners, who the law was designed to protect remained sidelined and impoverished while foreign shipping companies dominate the trade, while many Nigerians are jobless.’’
He added:“I can say conveniently that even in the crude oil carriage that they do today, if indigenous ship owners are allowed to do 60 per cent of their own allocation, they will be putting back more than about N1.5 trillion or N1.8 trillion into the economy and that is huge contribution to the budget.”
The ex-Minister also told The Nation at the week-end that the indigenous ship owners are yet to benefit from the Cabotage shipping regime.
He said the Act has failed to give the envisaged financial impetus and active participation in the nation’s maritime trade to indigenous ship owners.
Apart from identifying the inclusion of waivers clause as one of the factors militating against the Cabotage Act,  he said the low investment in the local refinery has made indigenous ship owners vulnerable in competing with the International Oil Companies (IOC).
Although, he said, he was not against foreign companies in the country, the Master mariner said most of the foreign ship owners are hiding under the provision of waiver in the Cabotage law to enjoy the lifting of the crude and use foreign crew instead of employing Nigerians to man their vessels.
By the time the refinery comes on stream, many indigenous shipping companies would be involved in the coastal trade and not less than 5,000 direct and indirect jobs would be created through the venture.
Ihenacho said he has since received a licence to establish the refinery, adding that construction work would commence once he gets the government nod to do so.
He said he was not happy that “Nigeria, as the giant of Africa, still exports crude overseas for refining and re-import same.”
The former Minister said the planned refinery would be built in accordance with the dictates of the Department of Petroleum Resources and the Ministry of Environment.
Officers of the Ministry of Environment, he said, had visited the site of the project for them to receive Environmental Impact Assessment Certificate.
“We have said it for so many years those indigenous ship owners should be involved in crude oil lifting, but nobody seems to be listening because of involvement of the IOC. Now, we have resolved to build a modular refinery in Lagos so that we can add value and create jobs. This is what we have embarked upon. I have a licence to establish a refinery. By the time we commence operation, the ships we bought with several millions of naira can now be put to use effectively.
“Before granting licence to establish a refinery, DPR must inspect the proposed site. This they have done. There is a licence for every stage; to establish, to construct and operate a refinery, all dependent on your ability to fulfill stipulated requirements.
“Our focus now is to address the issue of Environmental Impact Assessment, feasibility study and all. We have been carrying the host community along and they are pleased to be a part of this project. The project will be financed by Nigerian and international financial institutions,” Iheanacho added.
He said the country had for years, diverted its funds by allowing crude to be shipped by foreign vessels on a Free on Board Basis.  He added that the value on the crude oil in terms of the refining process by way of jobs creation had also been lost to other countries.
“The profit from all these ventures is left in foreign lands. It is time we invest in our country and develop it. If we are successful at this venture, refined petroleum will be much cheaper than what we are paying for currently,” he said.

Refund N310m for 23 cars, EFCC tells Uche Secondus

Peoples Democratic Party (PDP) Deputy National Chairman Uche Secondus has offered to return the 23 luxury cars he got from a business associate of the former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.
But the Economic and Financial Crimes Commission (EFCC) asked Secondus to refund to the Federal Government N310 million, being the worth of the vehicles.
Secondus may however remain in detention for a while because the anti-graft agency is still probing his relationship with an oil baron.
There were indications yesterday that the screening of Secondus’ financial transactions might provide more clues  beyond the 23 vehicles.
Secondus was quizzed for hours yesterday by EFCC operatives. 
A source, who spoke in confidence, said: “Secondus is still under interrogation because there are fresh clues we are looking into on how diverted oil receipts from the oil magnate were used for logistics for the PDP.
“The Deputy National Chairman of PDP has admitted  that he collected the 23 vehicles from the oil baron.
“At a point during the interrogation, Secondus voluntarily offered to return all the vehicles to EFCC. He said he was willing to retrieve the vehicles from the beneficiaries.”
Responding to a question, the source added: “The EFCC has asked Secondus to refund N310million cash being the worth of the vehicles.
“We are actually not interested in the vehicles, as the value would have depreciated. Oil revenue was used to buy these vehicles and we are demanding nothing but the N310million.
“It is left to the suspect to cooperate with our team.”
There were indications last night that Secondus might remain in detention for a while, pending the conclusion of investigation into his activities with the oil baron.
“We will keep Secondus in safe custody. Apart from making refunds, there are other clues we have which require more interaction with him,” the source said.
Asked if Secondus might face trial, the source said: “It is not impossible but investigation is yet to be completed.”
The vehicles bazaar has created shocks in PDP because most leaders of the party were unaware.
A member of the National Working Committee (NWC) said some of the party’s leading lights were just hearing for the first time that vehicles were given to the party by an oil baron. “The revelation is shocking,” he said, adding:
“The way some leaders of the party hijacked the campaign machinery is baffling. At least, some of us did not get from these vehicles”.
The former Chief of Defence Staff, Air Chief Marshal Alex Badeh, was still in Lagos as at last night in continuation of  interrogation on “some funds received from NIMASA”.
Another EFCC source said: “The team managing investigation on NIMASA is yet to release him. I think he has a lot to answer on funds got from NIMASA. Badeh will remain in Lagos for a while.”
The EFCC is yet to vacate the restriction order on Air Chief Marshal Badeh’s accounts and those of 17 other military chiefs detained over the $2.1b arms deals.
The EFCC source said: “The investigation of these former and serving military officers  is still ongoing. The restriction order on their accounts is yet to be vacated.”
Some of those affected are the most senior Air Force officer, AVM A. M. Mamu (the Chief of Administration); AVM O.T.Oguntoyinbo (former Director of Production, Defence Headquarters);  AVM R.A. Ojuawo (Air Officer Tactical Air Command, Makurdi;  AVM J.B. Adigun(former Chief of Accounts and Budgeting in NAF); and AVM JA Kayode-Beckley(Director, Armament Research in Air Force Research and Development Centre); AVM T Omenyi (MD, NAF Holdings), four top officers at the Defence Headquarters (DHQ) – Air Cdre. A. O. Ogunjobi; Air Cdre. G.M.D. Gwani; Air Cdre. S.O. Makinde; Air Cdre. A.Y. Lassa and Col. N. Ashinze , who was the Special Military Assistant to the ex-National Security Adviser (NSA), Col. Sambo Dasuki (retd.).
Zuckerberg reprimands Facebook staff defacing 'Black Lives Matter'

 SAN FRANCISCO — Facebook CEO Mark Zuckerberg is responding forcefully after incidents in which employees crossed out "Black Lives Matter" and wrote "All Lives Matter" on the walls of the company's Menlo Park, Calif., campus.

Facebook, whose staff is 2% black, is investigating the racially charged incidents in which the movement's slogan was defaced. Those actions have been a "deeply hurtful and tiresome experience for the black community," Zuckerberg said in an internal post obtained by Gizmodo.
Facebook declined to comment.
"We've never had rules around what people can write on our walls," said Zuckerberg in the post. "We expect everybody to treat each other with respect."
It's a longstanding tradition at Facebook that employees can write on the walls, dry-erase message boards or chalkboards, much as they would on their virtual wall on Facebook.
"There have been several recent instances of people crossing out 'black lives matter' and writing 'all lives matter' on the walls" Zuckerberg wrote. "Despite my clear communication at Q&A last week that this was unacceptable, and messages from several other leaders from across the company, this has happened again. I was already very disappointed by this disrespectful behavior before, but after my communication I now consider this malicious as well."

Zuckerberg encouraged Facebook employees to attend a town hall next week "to educate themselves about what the Black Lives Matter movement is about."
Black Lives Matter began as a hashtag on Facebook after the acquittal of George Zimmerman in the killing of Trayvon Martin, an unarmed black teen, and became an Internet-wide protest slogan after the police slayings of African Americans.
Today it's a civil rights movement that has taken on a national role in demanding an end to police brutality and mass incarceration. African American leaders, including President Barack Obama, have said the Black Lives Matter's name shouldn't be construed as suggesting no one else's live matter, but to point out a specific problem happening in African American communities. But some politicians and groups, including police supporters who oppose the movement, have rallied behind the #AllLivesMatter hashtag.

A fraction of the tech work force in Silicon Valley is African American and little progress has been made on  the problem. Only 1% of venture-capital-backed start-ups are led by African-Americans and less than 1% of general partners at major venture capital firms in Silicon Valley, the ones that back tomorrow's Facebooks and Googles, are African American.
The predominantly white male industry runs the risk of losing touch with the diverse nation — and world — that forms its customer base. At the same time African Americans are being excluded from the fastest-growing, highest-paying jobs in the nation.

Why My Wife Divorced Me – Oyakhilome Finally Speaks On Divorce Drama

Founder of Believers Love World Ministry aka Christ Embassy, Pastor Chris Oyakhilome, has finally spoken on the divorce suit filed against him by his wife after days of silence on the issue.

According to the Daily Post, Oyakhilome described the allegations levelled against him as “crazy” and “stupid” and urged his church members to pray for his estranged wife while speaking on Sunday evening during the monthly global communion service of the church.
Oyakhilome, who appeared visibly disturbed during his first few minutes on stage, acknowledged that divorce is un-Biblical but suggested he could consider the option should his wife insist on it.
“I heard that some media houses– especially in Nigeria, are writing some things against me. All sorts of frivolous charges, that’s crazy.
“You have to understand something about a man of God. A man of God is not just someone who worships God or preaches God. A man of God is handpicked by God, set on course by God. If you study the scriptures, you will not find one man of God go against God, sinning against God.
“The only thing you might find will be a man of God, maybe in two different kinds of ways. Moses, for example, when he struck the rock twice, he was provoked by the anger of the people. It was not because he wanted to do something against the Lord. No man of God does something against the Lord.
“Are you hearing me? A man of God is set on a course; there is a type of life that he is given. Then you have a young man, a young prophet; he wasn’t named; he was deceived by another man of God and so he went in a direction that God said ‘don’t go’.
“That is the only kind of thing you find about a man of God when he misses the message of God or he acts beyond what God said. But a man of God settles himself in the fight against the world… like those writing those stupid things about me, that I did this and I did that.
“You don’t know who a man of God is. I don’t go in that direction. I wasn’t accused of the things you said, nor did I commit those stupid things that you said and I don’t need to go into that level in such discussions”.
He recalled that Jesus passed through similar travails and eventually overcame.
He said that although so many people were making mockery of him, he would remain steadfast and not lose focus.
“Jesus Christ was accused by many– a lot of frivolous charges. There will always be those who would like for it to be true. But you know, in spite of the accusations against Jesus, It didn’t change who he was. It didn’t change him.
“There are preachers and there are men of God. I am not a preacher; I am a man of God and I go in the way I’m asked to go. It may cause some troubles with individuals but that’s not because I have done something wrong and when it comes to Reverend Anita, what I will say to you is ‘pray for her’.
“Don’t act like those people. If you are married to a man of God, it doesn’t make you automatically mature. You can make mistakes; you can do something that is wrong. But some people expect the wife of a minister to definitely be at the level of that minister and so they may be looked upon and the expectation may be like that, but it’s a positional thing.
“If a man of God is married, it doesn’t automatically mean that the wife of a man of God is therefore a woman of God. That’s not the way it is in the Bible. That’s why you don’t really find the wives of men of God mentioned in the Bible. How many of them? Who was Peter’s wife, did you ever know her name? You never find that out. Who was John’s wife? Did you ever read the name? What about all the other Apostles? How many of their names are written in the Bible? You never find their names”, he added.
At this point, one of the female pastors sought to know why the names of wives of the men of God were not found in the Bible.
Oyakhilome’s response was that she should ask God whenever she finds him.
‘“Why? You ask God when you find him. Ask God when you find him”, he exclaimed.
“So, they are little things; don’t try to make something big out of them. So when journeying, doing the things that God called us to do, Christians should not have a divorce; it shouldn’t be, but you see, that doesn’t mean a Christian may not take the step.
“They may do it but they have to make things right and we shouldn’t take one another to court. But when it happens, not that we don’t just want to go, it means someone is taking us there.
“That’s a problem, but be wise and stay focused in the word of God and don’t let those who want to feast on things like this, including Christians…
“There are Christians who like things like this; they want to make something big out of this: ‘Yeah, yeah, yeah, we said it’. You said what? Judge nothing before the time. Be wise. Glory to God.
“So we are not working in sin and living in sin and hoping that we can mix sin and righteousness together. We are the manifestation of his righteousness. We walk in that light only, and that’s the way it’s gonna be”.
In April 2014, Anita Oyakhilome filed for divorce at Central Family Court, High Holborn, London, UK, citing her husband’s “unreasonable behaviour” and inappropriate relationships with members of staff, a euphemism for “adultery”.
The couple have meanwhile decided to share custody of their children. Sharon, the eldest, prefers Pastor Chris, while Charlene is presently with Anita.

Suspected One Million Boys Armed Robbery-gang Members Arrested Trying to Rob a Church During Vigil (Photos

Three young men suspected to be members of the dreaded One Million Boys armed-robbery gang have been arrested by the police as they planned to rob a church during night vigil.

Policemen in Lagos have arrested three suspected members of One Million boys armed-robbery gang terrorizing the Badagry area of Lagos State. The three men arrested are: Sodiq Yinusa, Azeez Ajadi and Idris Abdulganiyu.
It was gathered that the suspects were apprehended by the Area K Command, Morogbo, while they were allegedly attempting to rob a church in the J4 area of Seme, Badagry, during a vigil. The policemen also recovered a double-barreled locally-made pistol and a toy gun from the suspects.
However, the armed-robbers have denied they came to rob. According to one of the thieves, 25-year-old Ajadi said the three of them ran out of transport fare after they visited their friend in the area, and they decided to go to the church to beg for transport fare when the policemen arrested them. He denied being a member of the dreaded One Million boys robbery gang.
“I am not a One Million boys’ member. The tattoos on my body are just for fashion. The two others and I went to visit our friend in the area, and we ran out of transport money. It was around 11pm.  
“We were stranded and we did not know where to turn to for help. Fortunately, we saw a church holding a vigil and we decided to go there. A man was bathing in a shed near the church. We explained our plight to him.
“Instead, he ran away and alerted a vigilance group that brought the police to arrest us.” He said.
Another of the suspected armed-gang member, Yinusa from Ede, Osun State who is just 22-years said: “I do not know where the police brought these guns. I dropped out of secondary school, and I am learning a trade. We had gone to the J4 area to see a friend, not for robbery.
“My parents are at home in Seme. They have warned me not to call them again. They are afraid of the police.”
However while speaking about the incident and how the armed-robbers were arrested, a police source revealed that the boys came to the area to rob. He revealed the suspected armed-robbers were nabbed with the help of Vigilante group in the area and guns were recovered from them.
“When they were arrested at the church, they claimed to have lost their transport fare. But how could three men move from Okokomaiko to Seme, Badagry, without having transport fare? They initially drank and lurked in the area till 11pm when it was most conducive for them to strike. Then they stormed the church.
“We are still looking for other gang members. It was with the help of the vigilance group that the suspects were arrested.” the source said.
The Lagos State Commissioner of Police, Fatai Owoseni, said the suspects would be charged to court as soon as investigations were concluded.

China's Equities Plunge Most in a Month as Volatility Reignites

  • Shanghai Composite sinks more than 6% as industrials tumble
  • Rout comes as G-20 finance ministers gather in Shanghai
China’s stocks tumbled the most in a month as surging money-market rates signaled tighter liquidity and the offshore yuan declined for a fifth day.
The Shanghai Composite Index sank 6.4 percent at the close, with about 70 stocks falling for each that rose. Industrial and technology companies led losses. The overnight money rate, a gauge of liquidity in the financial system, climbed the most since Feb. 6.
The plunge in equities underscores the challenge for China’s policy makers as they seek to project an image of stability in the nation’s financial markets as the economy slows. Finance chiefs and central bankers from the Group of 20 will meet in Shanghai on Friday, while the annual meeting of the legislature begins in Beijing next week. The return of volatility is also a test for China’s new top securities regulator, who took over on the weekend after his predecessor was removed amid criticism of mismanagement.






“The market is in a quite fragile state when everyone scrambles for an exit," said Central China Securities Co.’s Shanghai-based strategist Zhang Gang, who accurately predicted last year’s June selloff. “None of the news in the market is sufficient enough to trigger such a slump."Besides signs of tightening liquidity, analysts said stocks tumbled amid concern recent gains weren’t justified by fundamentals and policymakers may introduce policies to restrain housing-price gains in some of the nation’s largest cities. Losses accelerated in the afternoon after regulators banned Zhongrong Life Insurance Co. from adding to its equity investments.

Tighter Liquidity

China’s overnight repurchase rate increased 14 basis points to 2.11 percent. Some banks were obliged to set aside more funds as reserves at a time when open-market operations are draining cash from the financial system. Effective Thursday, the People’s Bank of China normalized reserve requirements for some lenders that had been assigned preferential terms.
“Market confidence is very weak so an increase in money-market rates triggered a sell-off today,” said Wu Kan, a fund manager at JK Life Insurance Co. in Shanghai. “Technically speaking, the rebound has reached its target and a new round of declines is resuming. I am not too sure that the government will step in to buy stocks now,” said Wu, who is cutting stock allocations to between 40-50 percent of holdings.
The first indicators for China’s economy this month signal its slowdown hasn’t bottomed out yet, despite banks extending record new loans in January. Private gauges of manufacturing and services fell to new lows, a reading of business confidence slipped, and interest in small and medium sized businesses deteriorated, the readings show. If confirmed in official data for February that starts to roll out from March 1, such weakness would suggest a slowdown in the nation’s old growth drivers may be deepening.

Trading Jumps

Today’s declines almost erased a 10 percent rebound in the benchmark equity index from a January low. The Shanghai Composite has fallen 23 percent this year, the world’s worst performer after Greece. Volumes on the gauge were 43 percent above the 30-day average.
The Hang Seng Index lost 1.6 percent in Hong Kong, while the Hang Seng China Enterprises Index retreated 2.4 percent. The ChiNext index of small-cap shares slumped 7.7 percent. The CSI 300 Index declined 6.1 percent, with gauges of technology and industrial companies plunging more than 7 percent.
China Shipbuilding Industry Co. and Avic Aircraft Co. led declines for industrial shares, plunging by the daily limit of 10 percent. Goertek Inc., an Apple Inc. supplier, and East Money Information Co., the third-most heavily weighted stock in the ChiNext, also slumped 10 percent. Beijing Enlight Media Co., the distributor for the hit Chinese film The Mermaid, plunged 10 percent.

Zhongrong Life

“Some small-cap stocks have had a very good run-up recently and that has prompted some traders to trim their holdings and take profits,” said Wang Zheng, who has been adding to his holdings recently as the Shanghai-based chief investment officer at Jingxi Investment Management Co.
China Life Insurance Co., the nation’s biggest insurer, plunged 8.5 percent. The China Insurance Regulatory Commission said unlisted Zhongrong Life can’t add to holdings because its solvency ratios fell into the criteria of insolvent insurers.
“The government is trying to make sure all insurance companies need to meet potential demand for claims from clients and keep liquidity ample,” said Castor Pang, head of research at Core-Pacific Yamaichi Hong Kong. “But almost all insurers which heavily bought shares last year when the Shanghai Composite was at high levels” are facing problems, he said.

Property Prices

Shenzhen-based Gemdale Corp. slid 3 percent after the 21st Century Business Herald reported the government is considering ways to control home prices in the southern Chinese city bordering Hong Kong. Prices in Shenzhen, where new-home prices surged 58 percent from a year earlier, was seven times the average in Changchun, which has the cheapest houses among the 23 second-tier cities, data showed last month.
Agile Property Holdings Ltd. dropped 7.2 percent in Hong Kong, the most in six months, after saying it expects 2015 profit to drop 70 percent on lower selling prices and foreign-exchange losses from yuan depreciation.
“Hopes for rate cuts are waning after property prices surged in big cities, while the central bank has cut its daily yuan fixing,” said Ken Chen, Shanghai-based analyst at KGI Securities Co. “Lower expectations are prompting a correction after a 10 percent rally.”

Not much information about the situation is known at this time excerpt that she is Nigerian and the situation happened in Assam, India. Apparently, this is a regular occurrence in India because according to the person who sent this in,
“African women are tortured, raped, humiliated and killed without help in Middle East Countries.”
This is inhumane and uncalled for. I don’t know what she did, but no human being should be treated like this. This is inexcusable considering how well we treat them when they come to our countries.
